Time Warner Cable PLEASE FIX MY BILL - Internet upgrade

I was having issues getting my new IP phone to work and I called TIME WARNER to see what might be the issue. The lady on the line upgraded my basic internet to turbo temporarily and it began to work. She said the up grade would be an additional $14 which I agreed to. My billing had been around the $125 range before that. The next billing cycle my bill went to over $300.00. I called and after lengthy holds, disconnects and transfers I was told that they realized that the girl that added the turbo upgrade did not apply my discounts for having 3 services with them. Therefore they would have to escalate the matter to accounting who handles that. It would take 5 to 7 business days and I would see the corrections on my bill or online. Next month the same thing happens. Now my bill is upwards of $577. Again I was told they saw the problem but they would have to escalate it to accounting to handle and would see results in 5 to 7 business days. Well that didn't work because when I went to the website to check to see if it was fixed today. It now says I am not pass due but owe $231 for a bill that should not be more than $139. So I called again and after several transfer and explaining everything to each one I spoke too, I finally got to speak with a supervisor. She didn't take time to read all the notes because she immediately started telling me I was past due. Online it shows 0 past due but that my bill is $231 for the month. Each month, of my calling in I asked what to pay and that's what I did. Now this lady is telling me I have charges for being late on payments. She also told me that I short changed the payments due. Also now she is telling me that my monthly bill is going to be $128 (better deal than $138 I was expecting) but a month ago when the last person I spoke with told me $100 because they applied another special. WHO IN THIS COMPANY CAN GET MY BILL STRAIGHTENED OUT? I am done. Will be cancelling TV. Have to have phone and internet but it wont be with TWC unless my bill gets down to less than $138
