Late fees are charged for services that have yet to be received, this seems unethical and consumer abuse. Time Warner bills in advance of received services.

I have had a total of 7 late fees due to a decrease in my income caused by disability due to a car accident. The total is $52.50. Should I contact the FCC, NYS Attorney Generals Office or the BBB to escalate my complaint and request for a credit?

I spoke with someone named James and his supervisor Roland and they terminated my call as they consider this a legal matter that may include a 3rd party.
